A RESOLUTION OF THE CITY OF EMPORIA, KANSAS ESTABLISHING A GRANT COMMITTEE TO REVIEW APPLICATIONS FOR PANDEMIC RECOVERY FUNDS

WHEREAS, the City of Emporia will receive $3,754,879 in American Rescue Plan funds from the Federal Government intended to fight the pandemic, maintain vital public services, support families and businesses struggling with its public health and economic impacts, and build a strong, resilient, and equitable recovery by making investments that support long­ term growth and opportunity; and

WHEREAS, the City has been presented with requests for funding from educational institutions and community organizations to aid in pandemic recovery; and

WHEREAS, the Governing Body desires to use a portion of the City's ARPA funding to establish grant oppo11unities for local organizations and educational institutions to aid in pandemic recovery and economic growth and to ensure a fair opportunity  is made available to the community to submit requests that will improve the overall economic well-being of the community; and

WHEREAS, the Governing Body has determined that it is necessary to create a Grant Committee to review applications and make a recommendation to the Governing Body for disbursement of funds.

NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the City of Emporia, Kansas as follows:

Section 1. Creation. The City of Emporia, Kansas does hereby establish a Grant Committee to review external applications requesting City pandemic recovery assistance through use of City ARPA funds.

Section 2. Composition.  Each City Commissioner shall appoint one representative to the Grant Committee. The appointed members and their immediate family may not be employed or serve on the board of directors of any organization submitting an application.

Section 3. Application. City staff shall prepare a uniform application that includes the total amount of funding being sought, expected economic benefits to the greater Emporia community, other federal funding that each organization has sought and/or received, additional requests for funding from the City expected over the next five (5) years, sustainability, matching funds, and other items necessary to review each grant.

Section 4. Funding. The range of grant requests shall be from $50,000 to $400,000.

Section 5. Deadline. The deadline for the grant application will be twenty-one (2 I) days after the City makes the application available.

Section 6. Recommendation and Review. The Grant Committee shall submit written recommendations to the Governing Body within fourteen (14) days after the application deadline. The Governing Body will review the recommendations and may approve the recommendations or return such recommendations back  to  the  Committee  with comments. Should the Governing Body return the recommendations, the Grant Committee shall further review the applications and comments and either re-submit the original recommendations to the Governing Body or submit new recommendations within fourteen (14) days. The Governing Body may approve or deny any or all recommendations following the second review and recommendations of the Grant Committee.
